Developer access. How to authorize?

We are developing to integrate with Amazon MWS and we would like to know how to authorize a developer in a seller’s account in Seller Central to communicate with the Amazon MWS API. It seems that the procedure described in the web documentation doesn’t match with the actual proccess and interface shown by Seller Central.

We understand to authorize a developer, the seller requires a professional account at Seller Central. To proceed with the authorization of a developer, should we access Seller Central, navigate to ‘Manage your apps’ and click on ‘Proceed to registration and evaluation’ to then fill in a form?
Once this is done, should we wait for confirmation from Amazon and, if yes, will the API keys be available?

Could you confirm the correct form, with the necessary requirements, to proceed with the authorization of a developer in a seller’s account?
