Algorithm for Sale price + lowest offer in 30 days to appear

Does anyone know what I need to lower my sale price to % wise to have my product show as a sales price (with the strike thru the regular price) + Lowest offer in 30 days?

I had that on all my listings yesterday. Today I dropped every products sale price by 50 cents (about 3%)

30 minutes later and all my listings are just showing the price and not the fact that its actually on sale anymore. If I would have known lowering the price would have caused me to lose the Sale Price + Lowest price in 30 days I wouldn’t have done it.
