No thy are not. And you will be breaking the business prime terms & conditions:

”5. Business Prime is intended for an Amazon Business customer to ship products to itself or to locations for its own use. Amazon Business customers are not permitted to use Business Prime to purchase products for the purpose of rental or to ship products to their customers or other parties.“
