I have a company established in the UK but I am not resident. We want to sell without a VAT number as we cannot get one. However, we want to pay the VAT amounts to Amazon regardless of the threshold. How is this possible?

If you do not actually live in UK, but are storing your goods here for FBA then you MUST be VAT registered, even if your business is established here (presumably with a virtual address ?).

You need to apply for VAT registration via HMRC. The threshold of £90,000 does not apply to non-UK residents.

Why cant you get a VAT number? Its a legal requirement for you I'm afraid.
