Local Selling Program - have not heard back after nearly a month

Hi, I've sent in a request a few weeks ago, but have not heard back.

Is there any way to kickstart this? I believe I have my "ducks in a row", but before I pump anymore money into my idea I really need to know if I qualify for the program (don't know why I wouldn't since Amazon itself offers the same thing on a limited basis).
