My account desactivited due to another account

My account has been deactivated in accordance with Section 3 of Amazon's Business Solutions Agreement.This account was linked to another account I opened a year later but never used. I have since closed the unused account; however, I am still facing difficulties in submitting an appeal as the appeal button is disabled. This account has a record of good health, with zero compliance policy violations. I would appreciate guidance on how to proceed with resolving this issue.
