It’s possible you’re doing everything right if the only issue you’re having is from the Ireland.

Hey postees are you managing to get your items cleared by the Irish customs? We have had a lot of our clothing items returned with the rejected/failed electronic customs clearance sticker on them.

We have had the same problem with parcels getting returned with the refuse/rejected sticker.
After going through the Irish Customs website, we have found that the items we are selling to RoI are now on the restricted/prohibited list. Before all this Brexit/Covid episode, they weren’t.
So it might be worth while having a look and seeing if your products are now on this list.
It isn’t an easy list to understand, but find the heading that closely matches your product and then go through all the links and you will find out this info.

We’ve had the same: ‘Rejected / Failed Electronic Clearance’. So I called Royal Mail, whose Click & Drop systems create our label QR codes and barcodes, and insert IOSS codes, etc. Immediately they knew what I was talking about… they said: -
“MOST of Royal Mail parcels to Ireland are currently getting rejected and returned.(!) We’re in talks with An Post about this. They don’t know when the issue will be resolved.”
I explained we’d just sent a replacement package, tracked, for one that had been returned: -
“There’s a high possibility that will be returned also. An Post are claiming it’s due to new EU Customs regulations, but all other EU countries are accepting our electronic information.”
The problem is that it’s not An Post regulations, but Customs. Royal Mail can’t talk to them, only to their business partners An Post. I saw on an ebay forum that RM had asked An Post for a list of prohibited HS Tariff codes - they sent a list, which had, er, everything from 0000 to 9999. Someone over there has got it in for the UK.
Parcel2Go offer courier services to Ireland for £14-15, so if things don’t improve we’ll resort to that.

We spoke with Royal mail account manager and the International Team at royal mail, the issue is not on our end, there is an issue in Ireland and Norway as we have had over 50 packages come back for items which we sent via Click and Drop. They are asking for a CN23, but we do not need to fill this in as our items are under the £200 odd pounds threshold. Anyway they sent the following link to us to contact the team with proof of the returned items so they can issue refunds for the shipping, we have also taken Ireland (Republic of) off our shipping list until the issue is resolved otherwise Amazon will penalise us too

I have had this trouble too, I was told it was my HS code and I found a new code to use but I am finding that orders are still getting blocked by customs. However some do get through, so it is very difficult to figure out exactly what the issue is.
I have to say ROI is definitely the worst affected destination, but I am having trouble with orders getting very delayed through Spanish and Italian Customs too. I have been told this is down to processing issues as they are struggling under the demand. I have now stopped selling to Spain, Italy and ROI due to all of these issues which is having an effect on my sales as international orders have always been strong for my products.
Hopefully everyone will eventually get their systems sorted and we can get back to nornal.
