AMZ suspend the seller acocunts, but do not suspend his brand accounts, did AMZ encourage sellers to sale by Multi-accounts?

AMZ suspend the seller acocunts, but do not suspend his brand accounts, then the seller licensed his brand to many of his other accounts to go on selling, If so:

did AMZ encourage sellers to sale by Multi-accounts?

I have met many many such cases, See case ID:

I hope AMZ attention this and Resovle his issue ASAP.

A brand owner can let whoever they wants sell their products.

The same account holder cannot sell the same products under multiple accounts.
