This error means that there was an issue linking the parent with the child items in the variation.
The error should be displayed as 8007 in processing report. Here is the help page Error 8007.
The help page you have linked will provide you with some additional information of how to create variations.
I would advise that you go through the help page for error 8007, make any necessary changes and attempt to upload again. If you are unsuccessful you may need to contact Seller Support directly so that they can review your upload and provide you with additional guidance.
