Overcharged for Inbound placement fees

I sent a shipment with 487 units. Amazon's receiving staff double counted several items, and marked it as 639 units. I contacted amazon and they corrected it back down to 487, but charged me an additional $34.06 for inbound placement fees on the Phantom units. I contacted amazon and they refused to reimburse me even though it was there error. I keep getting form responses stating the original total is just an estimate, but when I looked at my placement fee reports, you can clearly see I was charged for the extra units that never existed. One Amazon representative who actually took the time to look, agreed with me. He tried to issue me a reimbursement, but the system would not let him, so he forwarded me to a "specialist" who just copy and pasted the original form response and saying I wasn't overcharged. The inbound placement fee is bad enough, I should not also have to pay for units that never existed due to an error by Amazon's receiving staff. They are frequently over counting my shipments, then correcting their mistake later, but this means we are probably always being charged for those temporary overcounts.
