An explanation of why the country of your Merchant Business Address does not, or has not, reflected your country of establishment

Hello, I got this notification for May 2023.

the country of establishment of your business does not match with your registered business address.

I looked up the relevant discussion and found that the issue might be VAT related.

What documents should I submit? Please let me know.
