FBA shipments: Poly bag exemption denied

We sell under apparel and the product already comes in a box. However, the packaging guideline requires poly bag for apparel category. It was a hassle to submit the exemption to get the &quot;No prep required&quot;, but recently all the cases I opened were denied.I don&#39;t see a point to wrap the box inside a poly bag, but I cannot get in touch and ask why it was denied.
