Why we are unable to create parent listings for specific ASINs

It Shows a price error while we create a parent listing. Error is Following

you have to enter a listed price with tax, if you don't have a list price with tax enter 0 (zero)

you can find the list price with tax on the offer page, nears sales price / listing price etc

you can access this via edit listing or locate the heading in the spreadsheet
