association suspension / case not working

ı had an account many years ago ı never used. It was deavtivated so ı could not open. and costemer servis told me open a new account. for UK. ı did. startin selling FBA then I get association suspension. this account saying open your first account. My first account saying open this account. In the case I opened, Amazon said I could close one account and sell with the other. But since my account is limited, I cannot close my first account. I am asked to restore it first. But even though I cannot provide the requested information, it sends me an automatic message.
