A utility bill verification

After registering on Amazon, I received a notification that I need to provide a utility bill to activate my account. The bill was issued to my mother and in a language that is not on the list of supported languages.
There were previous discussions of this situation on the forum, and I prepared the documents in accordance with the recommendations: the bill, the mother's passport, which states that I am her son, translated into English and officially notarized, with confirmation of the translator's data, the original passport of the mother and mine. I sent all this in one file.
But I constantly get a refusal: We could not verify the documents that you provided because the translation that you provided is not a notarized translation. We accept only translations accompanied by a notarized signature that verifies the identity of the translator.
Are there any ways to solve this problem?

You need to go to an OFFICIAL translation office in your country and ask for a "Notarized Translation". Amazon knows those translations offices in your country.

From what you have shared so far, I see that your account has been deactivated for seller identity verification requests and you have questions about how to get this resolved successfully.
You mentioned that the bill is in your mother's name, this may not be accepted as the information on the bill must match your personal details in seller central. Do you have a cell phone bill in YOUR name or an internet bill? Here are the only accepted service bills:
-A utility bill dated for piped gas, natural gas, electricity, piped water, mobile phone, fixed-line phone, or internet service.
When it comes to the rejection reason, this suggests that the notary stamp and signature is not located on the translated document. Can you confirm if the notary stamp and signature is located on the document? If it is not, this may be reason for rejection.
If you do not have an acceptable service bill to submit that meets the requirements, a business license will be required to complete the seller identity verification.
For your situation, I suggest to confirm if the notary has properly stamped and signed the notarized version of the utility bill, in order to comply with the denial reason.

Thank you for following up with your progress.
I'm adding to the post. Yesterday I received a request by email: To reactivate your account, choose one of the two available options for completing your identity verification: Take a photo of your face and ID document and Join a video call with an Amazon associate.
I completed all the necessary actions and received the message: We have completed the identity verification process for your seller account.
But the notification in the account Your account has been deactivated remained.
This is great to see and hear, this is actually the next step in the verification process. You mentioned that you completed the verification process but were still deactivated. When it comes to this process, it can take up to 72 hours to receive communication or and update on the status of the account, as you advised on this a few days ago, have you been reactivated, or where there additional requests for information?
