OTP is causing a lot of problems 3 months no response, no resolve.

My old phone number hence my OTP is going to my old number.I followed the recovery process steps and submitted my government ID several times. It’s been weeks now and Amazon has yet to fix this issue, numerous times I was told the internal team will email me with no response. How can this be fixed??
