Stopping orders to Northern Ireland

Is there anyway to do this unless you are a pro seller? I have done this before when I was pro but since I downgraded I seem to be getting these orders in again.

Also what are the rules around these now? Do we send with a customs dec? I just bought my post from Amazon as it is a low value item. Will Amazon be charging enough for a Northern Ireland post? Seemed cheap to me.
