Its probably the customer saying it is an empty box and stealing it from you. Not Amazon.

Open a case- tell them it was the result of an FBA issue. We have the same problem, with jewelry.
We have resolved some with tape that says "Stop if this seal is broken" but now and then customers will claim to receive or receive a package with the seal broken and jewelry missing.
You also have to make sure you are made whole when Amazon refunds the customer or sends a "free replacement".

No worrries! Happens all the time! If it is seasonal, they will sell it themselves and after the holiday, they will suddenly find it in full! Of course, you will have to unload it at a discount but not a problem for Amazon! That's when I stopped FBA.
