What insurance is needed as an amazon seller? if you are selling branded products through fba surely its amazon who is liable since they touch the products last?

No, you are responsible for your goods, Amazon are just holding them in a warehouse for you. the goods belong to you not Amazon.
It also depends on what the issue is if a customer was to instigate some sort of litigation for your product.
If say someone had a bad allergic reaction to it or it wasn’t compliant, then Amazon would be their initial port of call but this will then move up the chain depending on where the issue was to lie.
It is like being involved in a car accident, your own insurance will deal with it but then they will talk to each other and portion the liability appropriately.
There are specialist insurance companies that sell insurance specifically for Amazon FBA and you also may find your company liability insurance will include this as part of the policy.
I am not sure on the actual regulations for having specific insurance in the UK whereas in the US, you have to provide proof of being insured in order to sell.

As a must you need product liability insurance but its always worth adding on public liability too as its not that much extra

Apart from anything else, its an Amazon requirement for storing goods at their centres - you also need to have Amazon named on the policy to indemnify them.
