Return Buyer Used Wrong Return Reason - How do I charge for return label?

We are FBM Sellers. Customer returned a pair of skis with reason "Wrong Item was Sent." In the comments, he said, "Need a different size." I normally wait for Amazon to refund after a couple of days, so I can file a SAFE-T Claim, but Amazon is not doing that any longer. How can I refund the buyer minus the return shipping since we did send the exact item that was ordered. Shipping both ways is over $100, so this is not a small amount. Is there any way to get this resolved?
