Multiple Return Requests

I have a customer order for one item. The buyer has opened 3 return request for the one item (clothing). Amazon have auto authorised a Hermes label for each request opened. Does anyone know if Hermes labels are like Royal Mail Tracked labels and only billed on the first scan?
