VTR click and drop

I send all my UK parcels through Royal Mail 48 click and drop integrated with Amazons system, every month I get a warning about low VTR percentage even though everything goes through the same system and has valid Royal Mail tracking, it is usually around 80 / 90 %, anyone else experience this ?, how long can this carry on before Amazon carry out the threat in the warning message
