Can we sell a hazardous item if they have said no?

Hi, we are looking to sell a hazardous item, a fuel additive. We have been told it is a hazardous item and that we can’t list it, but that we will be added to the hazardous materials seller pilot if a place opens up.

Is there any point in pursuing this? If so any suggestions on how?

The Hazmat program is invite only I’m afraid.
