Shipping Settings Automation New Options?

Are these new options in Shipping Settings Automation or did I just not notice them before? Drag down menu gives you options to choose. This one you cannot change the package weight or item price values. What is the point???

Here's another option, finally I'm not FORCED to offer expedited shipping to local addresses. This could eleviate the issue with no option for USPS that many of us have faced forever.
