How does one implement a PARTIAL refund?

Refunds can only be made once an order has been marked as dispatched.

Go into Manage orders find order, click refund order and select Partial refund. Enter the amount to refund.

This may not be strictly on the subject, but… I resent that partial refunds, however small, are marked the same as full refunds.
It says: “Refund applied” as if the whole order could be nullified (it’s only by clicking on that order that we see if it was so, or only partially refunded).

Now, on the other hand and to my surprise, it doesn’t seem to matter any longer what number of refunds we have, even total refunds, for our metrics and seller records.

But I seem to recall that till not so long ago, it was important and appeared on these performance pages in our account. They no longer feature there at all.

So do they really no longer matter at all then?
