Trouble with ListInboundPlanBoxes API in Amazon Fulfillment: Cross-Border Restrictions?

I've encountered an error while trying to fetch data using the ListInboundPlanBoxes endpoint from Amazon's Fulfillment Inbound API v2024-03-20. The error message I received is as follows:
