scam allowed on amazon?

Just wanted to buy something off Amazon and I noticed a few products have 1000s reviews, but when you go through reviews you see 99% are for another product and just 10 recent reviews are for the current product, meaning the original listing was for another product but now they are using it to sell something else, how is this even allowed on Amazon?

It's not allowed, it's also reasonably common.
