Make a formal complaint

Is there any address to send a formal complaint to? I normally take a lot of the poor service we get but this one have pushed me over the edge. Amazon incorrectly took down one of my listings, acknowledged that it was their error. And now they refuse to load it back up again correctly. They say it is against their policy, I have tried to load it up myself manually but it is still not working. I asked to speak to a manager and they refused to talk to me
