Order over €150 to EU, VAT and A-Z claim

I am not sure on my standing in a case that has been opened by the customer in Croatia.
I have sold a product to the EU worth around €190. Amazon had collected VAT. Should they? sales over €150 on eBay are sold VAT-free and buyers are paying VAT on the receipt of goods and that is how I believe the new system to be working.
As the buyer was charged VAT, it seems that no VAT was passed to the Croatian government and the buyer was charged an additional €60 when the goods arrived. The buyer immediately demanded me to pay the VAT back to him (VAT that amazon collected).
Within a day buyer had also opened the A-Z claim stating that he hasn’t received an order.
Obviously, he has received it as he states in his previous emails, tracking shows delivered but we all know that none of that matters to Amazon. A-Z claim is under review, so I must admit I have tiny hope of winning.
Does that mean that Amazon is not fit for purpose of selling goods over €150 to the EU? Do you sell to the EU products worth over €150? Is there anything I could do to improve my chances of winning (not letting Amazon keep €192, the product, all because of Amazon’s failure to implement one year old EU VAT collection policy and false claim by the customer (product not received)) ?

Are you sure Amazon collected the VAT? And it definitely sold at that price?
It should work the same on Amazon as on Ebay. This sounds like multiple things might have gone wrong.
Has the Buyer sent you evidence that they were asked to or have paid customs duties?
How did you ship it? Do you have tracking showing that it passed through customs and has been delivered?
Edit - Are you VAT registered?

Looking at the tracking, did it seem to spend a long time in customs?
