Copyright infringement complaint retracted by owner - ASIN still inactive!

on Sep 20, 2022 we received a copyright infringement claim and contacted the copyright owner.
Almost right away we reached an agreement with the owner and bought license to use the copyright.
We had a total of 4 ASINs blocked. The owner has retracted the complaints and 3 ASINs were reactivated immediately, the 4th one wasn’t, and we asked the owner to retract the complaint once again and then another time. We also submitted screenshots of the retraction and the license agreement to Amazon Seller Performance!
Ever since then our asin remains blocked and we still have the complaint notification on our account ( Account Health Rating Impact - HIGH!)
The appeal right now allows us to send a DMCA Counter Notice to the owner, but why would we be sending it if we have the right to sell and they provided the rights and retracted the complaint. We also have no way to contact the Seller performance team to provide the information to them though “submit appeal”
We tried emailing and calling and appealing multiple times - no success.
This is already taking too long and our requests are being ignored.
This is the most absurd case we have ever had, and it is so surprising this is even possible!

There are two different ways for a right’s owner to retract a complaint, depending on whether they are enrolled in Brand Registry.
