Products misclassified as requiring FCC certification

I have a product that uses infrared sensing strips, do I need FCC certification for this product in the US? I checked the scope of products that need to be certified and found that it does not include products that carry infrared rays, but I don't have a place to claim this matter, please help me, thank you!
