Yes, I have a returns address in the EU but then it's really pricey to get them back to the UK. I wish to exclude those products from both programmes permanently. I'm not sure that Build International Listings is quite the right place to do this as I noticed that some products come and go in there.

The best approach is to deactivate the offers for those specific products in the European marketplaces where you don't want to sell them. This will exclude them from Pan-EU and EFN fulfillment for those regions.
To deactivate offers:
This allows you to keep those products enrolled in Pan-EU/EFN for other European marketplaces where you still want to sell them.
