Import Fees anyone?

Hi order dispatched to a company in Germany value 22,04 Euros then we receive this e-mail from Amazon. What do you think ?

The customer has paid additional 9,98 Euros for the import fees.
As the customer has order the item on Amazon.de the charge was not expected.
Can you please assist the customer and refund this amount?
