If you create a removal order during the Limited-time removal fee waiver promotion AMAZON is offering in April, do they waive just the fees for packaging up the goods you want to remove or do they actually also cover the cost of shipping the goods back to you?

The fee is the charge for shipping back to you. So if there is a promotion for waiving fees, it will be done at no cost.
