Effective September 30, 2024, if Amazon requires you to submit product compliance documents, these must be submitted and approved before you can list the product.
To ensure that the products sold on Amazon are held to the highest standards and are safe for customers to use, you must be able to demonstrate through appropriate compliance documentation that all the products you offer on Amazon meet regulatory and policy requirements.
This update does not make changes to existing compliance requirements, and existing product listings will not be impacted. New products won’t be listed until all required compliance documentation has been submitted and approved. You can do this through the Manage All Inventory dashboard. Customer safety is our top priority and we may ask for additional information to verify product safety and compliance at any time.

Amazon is known for easy listing...but in the past couple of years that "ease" is crumbling away and we are investing more time in other marketplaces...This "compliance" document barrier just adds to it....I understand their reasons for it but a blanket rule is just alienating....Maybe apply the policy to new sellers and then just randomly request documents...The more established a seller is with good reputation, and good history for compliance documents, the less compliance document requests...The more return returns/negative product reviews, the more likelihood of a product compliance check..

Simply speaking GSPR only affects items sold either to the EU or due to government agreements Northern Ireland, so if one does not sell products into any EU counties and blocks sales to NI then GSPR totally does not apply.
So why is Amazon not explaining these simple facts to sellers? If you don't sell to the EU or NI then you should have no need to bother with this regulations as it does not affect you.
If you do sell into the EU and NI then you have no choice but to dance to the EU's merry tune
