Setting shipping fees for Scottish Islands and Highlands

I’m going round in circles with this.

Since shifting to Evri I’m having to pay more to ship to parts of Scotland and Northern Ireland. I would like to reflect this in my shipping fees. In theory it can be done but I’ll be damned if it will let me.

I’ve followed the guide here three times now:

but it just keeps telling me “There are some regions for which you have not set same charge” - well I know - that’s what I’m trying to do.

Does anyone have any ideas where I may be going wrong?
