Help !! Falling Inventory Performance Index Rate

We have a decent sized account that is in very good health. We use FBA to ship all of our goods, but for the whole of this year our Inventory Performance Index rate has been falling by one or two points a week. We are currently at 543 which is well above the minimum threshold of 400, but we want to stop the steady slide which long term could become a real problem.
We have been trying to resolve the matter for most of the year and have worked out that the problem is being caused by some historic FBA stock in Germany (which has now been removed). This stock caused our FBA sell through rate for Germany, France, Spain, Italy and Netherlands to constantly sit on red. We no longer sell in the EU and only hold stock in UK FBA centres. All four of our UK IPI scores are dark green or green. Amazon has confirmed (in writing) that the historic EU stock is causing the problem.
So I have written to Amazon on many occassions explaining the situation, and I think I'm making progress before being hit with a generic answer which states that I need to visit the IPI page and read the info - which effectively puts us back to square one. Despite all of the stock being removed and us not selling in the EU, the FBA sell through rate for all EU countries remains red.
Does anyone have any advice on how this might be resolved ? I'm considering a formal complaint but don't know how where to start with this. Amazon staff won't give me contact details for making a formal complaint,
