Cannot run sponsored product campaigns in Individual Selling account

Hi,
Does anyone know if Amazon have recently changed the rules for running sponsored adverts. I was able to set one up in my individual account a few weeks ago. Now it seems i need to upgrade to a professional account. However I do not remember hearing anything about this. Can anyone confirm this is definitely the case?
