As per title: Why is it that other sellers are still selling an item that's apparently going through a Hazmat review, but I can't? This feels like a targetted attack.

The most likely reason is that other sellers have already completed their Hazmat review for this item.

When a seller passes a Hazmat review, they get approved to sell that product. However, this approval only applies to that specific seller - not to everyone who wants to sell the same item.
