Even after multiple attempts to explain to seller-verification that UK banks DO NOT PROVIDE A CERTIFIED BANK LETTER, and that the banks are only issuing bank statements as proof of address, seller-verification is still adamant that i provide a certified bank letter, Where the heck am i supposed to get one from if all the banks don't provide one??!!!!
Open an account with Wise to use for Amazon, they provide account ownership letters / proof of ownership that you can download and use to verify yourself with Amazon.
Starling provide certified bank letters so some UK banks do
my bank Nat west didn't want to provide me with a letter, I went to 2 different branches and no success. What they did eventually as I was not going to leave the branch and Amazon accepted it is a copy of your bank statement with a Natwest stamp and a signature. Your bank will do that and Amazon will accept it. Well they did in my case.

I beleive the language Amazon uses for this is what is confusing.
What they need is either A or B from you.
A: Your bank account details (ALL) on your own company headed paper (Amazon registered name of business)
B: Bank letter head containing your bank account information.
The bank are not needed to write anything in a letter.
