ERROR USER PERMISSIONS

Hello I have been encountering this error when trying to give user permissions to others or get it myself on another account. I have tried removing and re adding user. It happens on any country even happens in the European markets even after verifying my identity. Support couldn't help me they said. It shows up on every single permission. @Danny_Amazon@Sandy_Amazon
