Please advise my options in this situation. I’m not sure whether to refund them or advise they are too late i.e. ‘Out of Policy’

No, do not refund.
How did you send it ? - RM, courier ? Was it tracked ?
Yes, tell them there is absolutely no way that it is possible to try and trace the whereabouts, and couriers will not accept a claim after so long.

They may open an A-Z though !

Royal Mail will not entertain claim of this period. I am not sure if you are aware claims are on the rise.

Are they actually telling you someone stole their mail four months after receiving the dispatch confirmation?
