Payment section on my account- Transfer scheduled

I am in need of help!
The payment section in my account says the following:
Your next scheduled transfer initiation
date is 1 Dec 2022*. However, if your
available balance remains £0.00, no
transfer will be initiated on that date.
I don’t understand this statement as the amount of monthly subscription fee is charged on 22-11-2022, then how the month is completed on 1 Dec 2022. Will I get charged again on 1st December?

Moreover, I have applied to downgrade the selling plan to individual since 2 days, but it still says the request is pending. How long will that take to effect?

Lastly, my account says: Below are the accounts you are the owner of and also accounts you are a member of.

France: www.amazon.fr

I would like to know that with the individual selling plan, will I be able to sell in all of these marketplaces or only in UK. While with the professional selling plan, do I have to pay monthly subscription fee for each marketplace or just 39.99USD for all of them ?
Someone kindly elaborate all my concerns.
