Is there a way of generating a report which shows refunds of orders with the reason of not received?

Further more to this Ive only just noticed that Prime orders can be refunded with the reason " order not received" - even though the tracking shows that it was delivered ( one time ) and purchased through amazon. Has it always been like this?
