Selling in AU using EU account, residing in AU

I am really new to this and totally overwhelmed. To start with I am residing in Australia and registered EU seller account. Now I don’t see the option for the AU marketplace. Once I try to "add new market place " it gives me an error saying I do not have the privileges to view this. I did downgrade my account from Pro to an individual for now until I do my research, this might be one of the reasons.
For now, all I need is access to the AU marketplace. My question is

1. Do I need to upgrade to a Pro account for this? or there is any other way that I am missing?
2. If i upgrade, do i have to pay for each market individually i.e AU, EU, and US?
