In a word no…
‘Later’ is not a valid tracking
You can mark it as despatched without tracking as long as you select a service that does not require tracking
Any update to tracking would need to be done straight away as if its added after delivery its classed as invalid
Why are you wanting payment before shipping though ?
I can understand you may want to pack it before printing postage etc but wanting payment first is quite specific

As soon as you mark the item dispatched the funds will be put into available/reserve according to your account status.
If you mark dispatched with invalid tracking, then I believe subsequently adding the correct tracking will not protect you from an Item Not Received claim, as correct tracking was not uploaded at the time of dispatch.
I think but am not sure that fixing the tracking after dispatch may avoid issues with VTR however? @The_Little_Shop - do you know if that is the case?
