Can I to do listing without product ID?

I am new on Amazon. For example I want selling socks. They don’t have product ID . Should I have product ID for listing and selling my socks?

you will either need to get barcodes from GS1 and register with brand registry or request an exemption -

are they in clothing category - have you been approved ?
