How to Merge Listings for 0-24 Months and 2-5 Years Under One Product with Variations?

I currently have two separate listings for the same product due to age restrictions in the size variation:

- One listing covers 0 to 24 months, categorized under the Baby department.

- The second listing covers 2 to 5 years, categorized under the Kids department.

I'm trying to create a variation that includes sizes for 0 to 5 years under a single product, but it seems the age descriptions are preventing me from doing so.

If combining these age groups into one variation is not possible, what is the best way to merge these two listings so that buyers can view all size options (0-24 months and 2-5 years) under one product page?
