Holiday setting won't change to active

No matter how many times I try, when I click on the holiday settings to change them from Inactive to Active, when I save the settings and return to look at them , they have always defaulted back to inactive ??

Maybe a silly question but once you change to Active have you remembered to click Save?

Just tryed a different browser and same issue.
Also tryed clearing the browser cache and then checking again and still shows as inactive
