Refunds - Non-returned item

What should be done in the settings so that the buyer does not unconditionally return the payment upon request?
Currently, it does not matter that the buyer received the product in good condition and on time, but if he asks for a refund, Amazon does so unconditionally. However, the buyer does not refund the item. But it is theft.

the buyer wont be refunded until the first scan unless you have returnless refunds turned on in your settings

And, if you don’t get the product back, but the customer has been refunded, then it has been lost by the return courier. Amazon policy states you are supposed to claim back via the courier.
